GoaLitiuM 3f5c92e2fa Improve .NET 8 runtime and SDK detection 
Setting the environment variable `DOTNET_ROLL_FORWARD_TO_PRERELEASE=1`
is required to enable runtime support for release candidate builds of
future major .NET releases.

Required by platforms that will use mono under the hood for .Net 7
New `USE_CSHARP` define for C# ability
Engine doesn't use `mono_*` apis directly but via MCore/MClass/MMethod/ apis
